This small-group day trip changes its route with the calendar, which is the sensible way to run a tour on a coast that looks like two different places depending on the month. In winter the day works close to Otaru: Zenibako on the way out along the shore, the area around the Otaru Aquarium, and Mt. Tengu rising behind the town for the wide view down over the harbour when the whole bay is under snow. In summer and autumn the tour pushes much further west onto the Shakotan Peninsula, taking in Cape Kamui and the Shakotan coastline before finishing in Otaru itself, which is when the sea here turns the deep blue the region is known for. Either way the group stays small, between six and nine participants, and that is the point of it. A group that size boards quickly, moves together and can be flexible about how long to spend somewhere when the light is good or the weather turns. There is comfort in it too, with more room in the vehicle than a full coach allows on a ten-hour day. Both versions of the route cover ground that is genuinely difficult without a car, since the coastal roads west of Otaru are poorly served by public transport, and the seasonal design means you get the version of this coast that is actually worth seeing at the time you happen to be visiting.
