Four hours, the three things you would regret missing, and a local to make the transitions painless. This is the tour for a short stay, a layover, or a first afternoon while you are still adjusting to the time difference.
Senso-ji has stood in Asakusa since 645, which makes it older than almost anything else in the city, and the approach down Nakamise-dori is part of the experience rather than a queue to endure. Meiji Shrine offers the opposite register — silence, gravel underfoot, and a forest of roughly 100,000 hand-planted donated trees that was designed in the 1920s to look exactly the way it does now. Shibuya Crossing needs no introduction.
What the guide is really for is the connective tissue: which train, which exit, which side of the street, and the running commentary that turns three separate landmarks into one coherent picture of how Tokyo works.
It also functions well as an orientation. Do it on day one and the rest of the trip is easier.

Meet at your hotel or a station — afternoon slots are the common choice, but mornings work the same. The first fifteen minutes settle what you want out of the four hours.
Asakusa opens the tour. Senso-ji's main hall, the incense cauldron and Nakamise-dori take about an hour and a quarter at a comfortable pace. The train west to Meiji Shrine is part of the value: your guide shows you how the system actually works rather than leaving you to the signage.
Meiji Shrine's gravel approach is a deliberate change of pace before the finish. Shibuya is last — the crossing at ground level, the Hachiko statue, and one of the elevated viewpoints if the queue is short. You end at a major station.
