The Core Difference: Provisioned vs. Wild
Oslob, in southern Cebu, offers near-guaranteed whale shark sightings because local fishermen feed the animals shrimp daily, drawing them close to shore in a designated area where snorkelers and divers interact with them at close range essentially any day of the year. Donsol, on the Bicol Peninsula in Luzon, takes the opposite approach: whale sharks appear there seasonally (roughly November through June, peaking February-May) as part of their natural feeding migration drawn by seasonal plankton blooms, with strict no-touch, no-feeding protocols enforced by the local tourism office in partnership with WWF Philippines.
This single difference — fed versus wild — shapes essentially every other tradeoff between the two destinations.
