The Honest Answer: Mostly Scams, Not Danger
Agra is safe in the sense that matters most to tourists — violent crime against visitors is rare. The real risk is commission-based scams: taxi and auto-rickshaw drivers who earn kickbacks for detouring you into marble, leather or handicraft "emporiums," sometimes via a fake story that your hotel is closed or overbooked. Unofficial guides in official-looking uniforms and invalid ticket sellers outside monuments are also reported.
Auto-rickshaws rarely use meters reliably — agree the fare before you get in. Taj Ganj, Fatehabad Road and the monument areas are generally fine by day; Sadar Bazaar has more touts and pickpocket risk, especially after dark. A licensed, pre-booked guide sidesteps nearly all of this, since the itinerary and transport are already arranged.
